OSAD… through its mobile collection network, provides an affordable program for assisting the agency and its Caseworkers to determine the use of, or abstinence from, drugs and alcohol in the CAS monitored home. This program will give you accurate information as to the clients drug use and the potential for risk to the child; information that a clinic cannot provide. Medical clinics provide medical testing, not forensic testing. There is a significant difference. Drug users routinely beat medical drug tests. They cannot easily beat an OSAD drug test.

 

OSAD’s staff and procedures as well as the laboratories contracted by OSAD have successfully undergone legal scrutiny through a number of challenges in both judicial and quasi-judicial systems.

 

Pre-access-to-children testing can be performed (at CAS offices) OSAD monitors the home as well as the client. The home environment and related activities reveal the intentions and actions of the CAS client.

 

OSAD Collectors note any drug or alcohol related use or paraphernalia that may be evident. OSAD Collectors are instructed to immediately notify the CAS if a child is viewed to be exposed to illicit drugs or to be in peril.

 

OSAD is the only network to offer sample collection and forensic laboratory drug and alcohol detection in breath (evidential breath alcohol testing)) hair, urine, saliva, and instant results analysis in both urine and saliva. Oral fluid has the capability of providing information as to very recent use, as well as significantly reducing the potential for adulteration/substitution.  Oral fluid simplifies and increases integrity in the testing process.

 

OSAD… understands the importance of rapid turn-around times for test results and the potential implications for CAS and child safety if late results are delivered.

 

The availability of a Medical Review Officer or an independent toxicologist to assist CAS Caseworkers in their evaluation of positive results is strongly suggested.  OSAD uses the services of the above experts upon request by the CAS, but such expertise is not normally included in the OSAD package of services requested by CAS, with the exception of hair testing. OSAD would be pleased to work with the CAS to qualify an MRO or Toxicologist who may assist in detailing and describing the possible drug abuse with a view toward providing assistance in assessment and selection of rehabilitative measures.

 

Additional support is currently provided by OSAD in locating interpretive data from reliable, official and authoritative sources such as the International Society of Forensic Toxicologists, the US Department of Human Services, Substance Abuse and Mental Health Services Administration, the laboratories themselves as well as other sources. This service is included in OSAD’s service package.
